From our house we can see one of our neighbour's driveways. An elderly couple live there and only he drives. Almost daily, he reverses out from his driveway very quickly and (presumably) without looking causing a car coming down the road to slam on its brakes and honk their horn. In the past year, there have been two collisions because of this. Often when he's beeped and both times when there's been a collision, the gentleman gets out of his car and begins to yell at the other driver - stating that they went into the back of him and are therefore to blame - obviously this is not the case because he was reversing out of his driveway so the other driver had right of way.
Today, my husband went over to help him with something that we noticed him needing that's completely unrelated to driving. As I mentioned, we can see his driveway from our house so could see him needing help. My husband came back and said that the gentleman (who is probably around 90) was shaking uncontrollably and is very blind and deaf. We feel that this would explain the lack of care when exiting his driveway and the number of incidents. We've also noticed his car is frequently sporting a new "injury".
I'm not usually one to get involved but I feel that this is dangerous. A number of children live on our street and I'd feel awful if he hit one (as I'm sure he would) especially that he has to drive over the pavement to get out of his driveway and he reverses out without looking.
Firstly, AIBU to report this to the DVLA? Secondly, if I should report it, how do I do this? The DVLA website needs a driving license number in order to make a report - and I obviously don't have his driving license number.

He is blind deaf and causes accidents, report to the non emergency police and dvla. Can you get the numberplate.

@HappyHammy I can see his numberplate but the DVLA require his driving license number (which I can't get). I feel like getting the police involved is a bit extreme - he's obviously not a "criminal".

Not a criminal yet OP - what happens when he reverses our one day and knocks down and kills a child.
Report him for everyone's safety at heart

You can report to the DVLA without having all the details, just fill in what you can.

@RedBrownBrick The DVLA say to only contact them if you're a key worker and contacting them about Covid.

You absolutely have to report this. It's not a case of 'if', it's 'when' he has a fatal collision. See if you can get through on the phone to someone at the DVLA, they should be able to put you through to the relevant department. I can't imagine they would ignore your concerns anyway, even if you don't have all the relevant information.

Call the police - they'll send an officer out to speak to him, it sounds like he'd be very unlikely to pass a roadside eyesight test - he won't be treated like a criminal.

It would take a lot longer just contacting the DVLA who would only have your word to go on and it really sounds like he could cause a serious accident if he continues to drive.

Do you know if he has any family you could speak to maybe who could try to gently persuade him to stop driving?

Contact his GP if you have a good idea which practice he might be registered with.
They won’t be able to share any info with you but they should let you share info with them. They then do an assessment for dvla

I’d ring the non emergency police number and see if they can do anything , they may send a community officer to talk to him .

I would report to the police.
Trying to get through to the DVLA even when you have all of the details is long winded at the best of times. I think you will end up passed from pillar to post and will get no where.
Due to his age and number of incidents I’m wondering if he has actually got insurance on the car you can check this at askMID.com if you have his registration number.

You need to ring the police. An elderly man killed a mother and young child near me.

Thank you everyone for your responses.
I suppose we'll have to report to the police because, like I said, I can't submit the online DVLA form without his driving licence number and the DVLA phone lines are completely closed except for key workers. I'm just very concerned of the ramifications of the quality of life for this couple if he loses his licence.
@Rose789 I'm not willing to pay £4.50 to check whether or not his has insurance. It's really none of my business anyway whether he's insured or not.

That’s odd because I have definitely reported using the online form recently with only the car reg and vague details. Maybe try calling them or report to 101 instead.

his quality of life without a car is the least thing to worry about, there are plenty of community drivers around.
