To be annoyed that employer has taken on new staff while entire staff on furlough

I work in hospitality. My employer has taken on new staff to work, while our entire team is off on furlough.
Is this dodgy? Whilst I am not in anyway complaining that I'm off and being paid, I do feel this is ripping off the tax payer a bit, as existing staff should have been taken off furlough to do this work.
Thoughts please?

I would be anxious about this. What happens when the furlough scheme ends? Will you all be laid off and the new joiners kept on, or vice versa, or will there be double the amount of work needing you all to do it?

On the face of it, it certainly looks bad. I wonder if there is added information that you don't know which has allowed/enabled the situation?

Are the new hires in the exact same roles as the people on furlough? Is it a permanent position? Is it a high number of hires? Are the new hires for the same place your team was furloughed from?

Thanks for the replies so far.
They are the exact same positions in the same place but not as many people as the existing team.
It can't be because they are cheaper as most are on NMW and zero hour contracts so even if they were taken off furlough there is no obligation on the part of the employers to give them a specific number of hours.
Just feels odd.... I guess the crunch will come this month as the tax national insurance and pension contributions become the employers responsiblity again.
