To wonder where the line is between breeder and farm?

I've just had post flash up on my Facebook about a dog breeders whose pups were stolen last night. Their CCTV was cut and wiped, so it sounds like a planned "attack". The post then lists the dogs that were stolen and there were 17 pups, and 10 adult bitches - 4 which were pregnant and 2 nursing mothers. They were stolen from a separate kennels to the family home.

AIBU to think that at that size it's a farm not a breeders, regardless of them being registered with the council?

To me that would sound like a farm not a breeders, I'd consider breeders to be people that maybe have a couple of dogs that they breed from. And they'll keep back a pup every so often for the next generation. Wonder if it has to do with welfare conditions though- I assume if council registered they will have been checked out but does sound suspicious that were all taken from a kennels seperate to their home. How would the council know where all the dogs are kept if you see what I mean.

It's not about the number. It's more about the treatment imo. You could have 3 dogs and be regarded puppy farmer because you breed early and as much as possible rather than responsibly with the health of the animals in mind.
