French Penpal or French tutor

Is Penpal-ing still a thing? I am looking for a french Penpal for my 7year old son or an online french tutor.

Penpal-ing is still a thing though more usual in schools than a private thing unless you’ve got family friends that are french? The e-twinning website could get you somewhere or look on Facebook groups if you wanted a private contact.
I got my first penpal when my family was on holiday in France, parents got chatting to a family on the next table while me and my brother played football with the kids. We swapped addresses and kept in touch for a bit but it fizzled out on both sides pretty quickly...

Speaking as a teacher and a private tutor, it depends WHY you want your 7 year old to learn French. Does HE want to learn it?
If it's something he wants to do, or something you'd like for him as just a bit of fun, a penpal is probably the way to go to start with, but if it's with another child, be prepared for it to fizzle out fairly quickly. Plus writing isn't really a very good method to get conversational in a foreign language.

If you want him learning French for more serious reasons, like maybe you're considering a move to France, then a tutor is the way to go. However, that'll cost you. Somewhere at least in the region of £20 an hour or more, and a level of commitment will be expected from your son, and you. It would likely be an hour a week (unless you wanted more), but an hour is generally considered the minimum), and you'd be expected to commit to at least a few months.
