Can’t leave this soil like this right?

I inherited a gardener from previous owner. I’ve kept him even though I have reservations because he’s oblivious to weeds. I’ve had a few issues with him cutting down plants without asking and if he plants anything it’s a bit haphazard, but I had a real problem today describing what I wanted.
I have a lot of large rocks left over and wanted them as a border. Described it on two occasions previously. He comes with a ton of soil, covering all the bulbs coming up and then says it doesn’t need a border!
I had to insist that’s what I wanted.
Leaving all this soil like this would just be a mess right?

As PP stated. I think of a 'border' as a flower bed. I would have expected the rocks to be placed as 'edging' - but you asked for a border.
It seems a case of misunderstanding?

Those pictures do look awful. I think it’s ok to have him for grunt work but not anything vaguely relating to gardening unless you’re there to supervise. We’ve got a guy that mows lawns cheap but I wouldn’t trust him to do anything else. How much are you paying him an hour? The term ‘gardener may seems to cover a lot from the qualified horticulturist to someone with a chainsaw and van.
