I live in a council flat. The tenant in the flat above me moved in during October. I believe that he is a vulnerable adult with some learning difficulties. Initially everything was fine and we had no issues. Since Christmas time things have started to change and I'm becoming concerned..

I can count on one hand the amount of times I have seen the tenant (we share a hallway and communal door so bumping into each other occasionally is to be expected) in person.

There's nearly always a stong smell of cannabis in the hallway and around the general area of his door. This smell only started around Christmas

There are multiple strange men coming and going from the flat at all hours. In the morning, the daytime, evening and the early hours. For example last night one of them was banging on the windows at 3.30am and woke me up Angry. This happens a lot. Tonight there's another three strange men hanging round outside the door for no obvious reason. No sign of the tenant himself.. I don't know for sure what's happening but I'm worried that the tenant is somehow being taken advantage of? Maybe drug related

Wibu to ring the council tomorrow and express my concerns to them? We had (drug related) issues with the previous tentants of that flat so I don't want to seem like a moaning Minnie by complaining about nothing...

Are you able to ask the leaseholder to install CCTV at the flat entrance? Sounds like cuckooing and the police will be very interested in that.

Contact social services - he's probably on their radar and they need to know he's in a very vulnerable position.

It sounds like cuckooing; call the council but also report it through 101 for police intelligence purposes

Report it, sounds like drug dealings or maybe he’s being taken advantage of and used as a drug house by these people. If it is then you don’t want that around your home, better safe than sorry so let the police or council deal with it.

Please tell the police. My sister is involved in these vuneralbe people's welfare, and the things that are done to them by the dealers is horrific, a living hell.
This is as important as child abuse, as these vulnerable adults have no where to turn, are beaten, tortured and starved.
Please involve the police asap.

Think about calling safeguarding at the local council. It does sound like cuckooing and he may be being coerced and abused.
