Change child's surname

My sister wants to know if it's possible to chnage her child's surname without involving the biological father.
Ex partner is on the birth certificate, but has had absolutely nothing to do with the child from few months of child being born, his choice. We don't even know his whereabouts.
Is it possible to chnage the surname without having to seek EX permission? My D'S since has married to her now DH of 5 years
My D'S doesn't want to do it if it means her ex will need to be involved as she doesn't want any interaction with him or to open up avenues for him to now suddenly want to be in child's life

Without knowing where you are in the world, therefore what the law there states its difficult to answer. I don't believe the current partner will ever be listed on the child's birth certificate as father though, that will always be his biological father's name.

You can legally call yourself or your child any name you like as long as it's not for fraudulent purposes. How would the father know anyway

We're In the UK. Yes I know current husband womt be listed as he isn't the father. We just want to chnage her surname, also the child doesn't have the biological fathers surname, child took on my sister's surname. So if it is changed, it will chnage to current dh surname to match the other sibling

Rachel in Scotland you can I can assure you because It has been done in our family eldest grandchild had her name just changed and after 2 years then changed by deed pole no permission sot from her bio dad .my son then got parental rights. Because her bio dad never been interested .someone from the court comes out to asses the situation. Does what is best for child .
