And if not, who can I report it to?
Gobshite neighbours have a fleet of delivery vans which are parked on the street. Every day drivers turn up and leave their cars in the street (which I know is legal) and take the vans but from 6pm every day plus all weekend there are 4 of them. He's a gobshite for various other reasons but can I report him for this particular one?

Surely other residents are pissed off too if all these vans parked everywhere means they have to park in the next street?

You could also complain to the company if he's a franchisee or something.

Dh was not allowed to have more than 1 of his small vans in the street, the council were really strict about it

I’d speak to the council.

He may well also be invalidating his own insurance if he’s not told them he’s running a business from home. .

Unless they're causing a hazard, there's no law against parking commercial vehicles on a street.

It's not as simple as that, @MrsMaiselsMuff

If he's operating multiple vans over 1.5 tons unloaded (and that's pretty small) for reward he needs an operators licence.

If he needs an operators licence there are then conditions on where the vehicles can be kept.

This is different to a worker parking his own work van at home. Hence people talking about cases where people are prosecuted for running a site without permission, etc.

I agree with others, you do need to ring your local council and ask them for advice. There are restrictions on what a residential address can be used for.
