It's always the lower number which is the reading where the hand is between two numbers.

Why are people answering when they have no clue? The fist dial is hovering over the 2 but the second dial is CLEARLY between 8 and 9 so the first dial is not quite at the 2 so must be counted as a 1.

First dial - just about on the '2', but
Second dial - between 8&9, so first dial is 1, second is 8
Third dial - between 7&8, so 7
Fourth dial - just about on the '5', but
Fifth dial - clearly on 9, so fourth dial 4, fifth dial 9

Yes, 18749. You ignore the .2 and like others have said, if it was 28anything, the 2 would be nearly on the 3 not the two.

OP, whatever you do, don't add 10 000 units to your meter reading as you might need a stiff drink when the bill comes.

As you now have a proper answer, I'd just like to say I'm so glad my meter just has numbers rather than dials. I'd definitely be charged about £7000 too much if I had to read a meter like that Grin

I read meters every single day, it is part of my job and I have to be accurate as it forms part of a tenancy contract.

18759 is never going to be right, because that means you're applying different logic to decide between 1 and 2 for the first number to the 4 or 5 for the 4th number.

No wonder the energy companies are so keen on smart meters if their own meter readers don't know how to read their meters.

It's not easy though with it working through cogs, so each dial goes in the opposite direction.

The first number can't be 2 if the second one is 9 - if it was the first dial would have to be nearly 3

Why are 3 of the dials in a different order from the other 2? Do they turn in different directions? I presume they have interlocking cog wheels behind the dials (rather like an old fashioned watch). The cog wheels will go in different directions, eg the first will go clockwise, and will interlock with a second one going at 1/10 the speed, so the first one moving clockwise will push the second one round anticlockwise (one notch for every complete circuit of the first)... and so on.
