To report neighbour to RSPCA?

Ok - I'm probably going to get jumped on for even asking this, to me I know what I should do but there's something stopping me so need some advice.

We have known our neighbours a couple of years . They've always been lovely and will do anything for us. Lead a very different way of life to us ( Hungarian ) but we get on very well. Kids are absolute gems too.

About 8 months ago they brought home two dogs from Hungary. They live outside - no problem with that and they say they are guard dogs ( which is hilarious as they do not stop barking so they'd never know if anyone actually broke in - they're also very friendly dogs and would not deter anyone I would have thought 😂 ) anyway, a few times they've left them home alone for like 2 days. The first time they did it I called them to say they can't really leave them alone for that long and said I'd pop over, feed them etc. The second time they asked if we wouldn't mind doing the same. We didn't mind of course and did it.

Last week they announced they were going away for 2 weeks and dogs were going to kennels - fine. However, the day leave they have said they can not afford kennels and a friend is going to come and put food out for them every day instead.

Every time they go away I feel like ringing the RSPCA they're stuck in a cage, some times when it's really hot, but then I dunno if the RSPCA will actually do anything anyway?

Are your neighbors aware of the culture and legislation regarding the care of dogs here? I believe it is very different in Hungary. I would have a chat with them and ask if they are aware that they could get into trouble. If after that they continue, then yes, report them.

Yeah I'm not sure if they do or not tbh. ( although the fact they were originally getting kennels makes me think they must have some idea ) They struggle a lot with all sorts of legislation , I often have to go the council etc for them as they do not understand how things work. So yes. I will mention it to them. Thank you.

RSPCA won't do anything if they have someone coming in

As long as the dogs are fed and watered the RSPCA will do piss all. Fucking useless they are!

What the RSPCA will or will not do is very variable dependent on where you live. I would (nicely) put the fear of action being taken into my neighbors and exploit their ignorance! Especially if there are children around the dogs.

Are the dogs left in cages outside in all weathers? In a sheltered outside place?
I'd think in hot weather for 2 weeks, they might die if left outside in a cage without shade. Or inside?

I'd ring RSPCA if I thought dogs would die or were distressed. And I'd ask to be kept anonymous.
