To ask what to do about neighbours smoking weed at all hours?

We live on the top floors of an apartment block. During the summer we keep our windows and French doors open to let the air in - our house if by a river and we ndver needed an air con to keep cool. We seemto be the only owners still livimg in the building, all other flats are rented. Several weeks ago new renters moved in and they smoke SO MUCH weed - every evening, many mornings and almost all day on weekends. The smell fills our bedroom to the extent that I worry that my clothes will start smelling of weed. We badically have a choice of keeping our windows closed and suffocating from heat or keeping them open and suffocating from second hand smoke.
I am not sure what the latest legislation on marijuana is - i know it still not legal to sell, but is possessing and smoking legal in this country? What can we do? We are reluctsnt to speak to thr neighbours dirrctly as we dont know which flat the smell comes from, also, i am not sure i want to be dealing with people who seem to be high most of the waking hours. WWYD?

There are virtually no consequences for personal possession and use but more tahn a bag or two and they would be prosecused as dealers.

Your only recourse is the landlord.

In 2015, County Durham police announced that they will no longer be targeting people who grow cannabis for personal consumption unless they are being "blatant". Derbyshire, Dorset and Surrey police announced that they will also be implementing similar schemes. The move is in response to significant budget cuts, which means police forces are having to prioritise more pressing areas.[43]

According to figures obtained through a Freedom of Information request, there are large differences by county regarding how many cases actually result in an offender being charged. In 2016, Hampshire police had the most charges at 65%, while Cambridge had the lowest proportion of charges at only 14%.[44]

There is also a large difference between how people of different races are treated. As is common across the legal system and especially drug offences, ethnic minorities are convicted at a disproportional rate to white people. Specifically, black and Asian people were convicted of cannabis possession at 11.8 and 2.4 times the rate of white people, despite lower self-reported use in these communities.[45]

Anti social behaviour, smotking in the property = terminate the lease.

That happened to me, thankfully it was council owned and they took it very seriously, the occupants got a phone warning then a written warning, then were evicted - took 3 months

If you can figure out who it is, it might be worth noticing if they drive whilst under the influence.

@ScaryBunnyPainting excellent idea, but none of the new neighbours drive.

We are very "live and let live" people and normally don't mind other people's life choices, but the smell is overwhelming - perhaps the air dynamics of living next to a river is not helping.

Contact their landlord if you can and the police.
