Illegal kitten breeding – cannot seem to find anyone to do anything

Name changed for this as the person in question is dodgy and has dodgier friends – don’t want to risk being outed.

An acquaintance (I refuse to call her friend) is dodgily breeding kittens and I cannot find anyone to do anything about it.

The facts are (and I know they are facts)

  1. She has two cats allegedly pets who each get pregnant at least twice a year – she claims she means to get the speyed but always forgets

  2. When each is pregnant, she keeps her in a pen in the yard

  3. Up until now, she was selling the kittens to a local woman for £75 and the woman then sold them on for £125

  4. She now advertises them on gum tree for £100 each – except she advertises them as being 12 weeks old when they are barely six

RSPCA local branch say phone the national inspectors. I used to do a lot of work for the RSPCA and in the past my local branch would have picked this up and liaised with the inspectors so something was done – I’m guessing they are too busy.

The police say call the RSPCA.

The national inspectors say they‘ll look into it but I don’t hold out much hope of them doing anything as it will be low priority.

The council say its not their problem.

The landlord (who was suggested by the RSPCA and the council) doesn’t care as long as the rents paid. To be fair, I didn’t think he would since the house is a shit hole.

The only thing I can think of now is HMRC. I know for a fact she doesn’t declare this or the money she makes from other “ventures” (cleaning, cash in hand work etc) and get universal credit and housing benefit as if she had nothing. HMRC might do something about the tax but my greater concern is the kittens and the cats.

AIBU for wanting to get someone to do something?

There's a big difference between a 6 week and a 12 week old kitten. Why is she saying they are 12 weeks?

If you get nowhere could you anonymously tip of a local group of animal activists to 'rescue' them?!

It's not cruel to separate them from their mothers at 6 weeks if they are fully weaned and stay with their litter mates/other similar age kittens. Weaning will usually happen between about 5 and 7 weeks depending on the kitten.

It is cruel to rehome them at that age, especially as single kittens as they need to be with a sibling/similar aged kitten to play, snuggle with, for company etc.

Obviously it is cruel for the mothers to be having all those kittens and presumably the rehomed kittens are not vaccinated/flea'd/wormed/chipped and no effort is made to make sure they go to a suitable home, only that they go to someone who will pay for them.

The cage environment may or may not be suitable depending on security, shelter, size, cleanliness etc.

There's probably not a lot you can do if they're not being mistreated to a greater extent than the repeated breeding - if the mothers are in reasonable health and the mothers will almost certainly be looking after the kittens properly, then the kittens should be in good health, unless there is a flea/worm problem that has got out of hand.

She's unlikely to respond positively to contact from a rescue if she thinks she is coping well with the breeding and is making money.

The rescue I foster for has been able to persuade some amateur breeders to give up some or all of their cats, but that's when they've become sick and they don't want to pay the vets bills or when they've been unable to sell the kittens - such as the breeder who had a load of cats and kittens that were the 'wrong' colour- they could only actually make money from the correctly coloured cats, but inevitably, some were born the wrong colour Hmm.

Thank you for caring enough to try to do something about this. I hope Cats Protection etc can give you some constructive help.

The worst thing is that apart from this situation being replicated 1000s of times over up and down the UK, the sort of person who sees animal breeding purely as a means to get cash when they're a bit short (broken TV FFS) and cares little or nothing for their welfare, will no doubt get hold of further cats with which to make money even if their existing animals were taken from them SadAngry
