To think the standard of cleaning is awful?

You need to formally complain to the managing agent with photos and ask them to come and look. Are other inhabitants ok with this? If not, the letter could be signed by all of you.

That's only £60 a month, so given the cleaning fees the management company will charge probably three hours. I doubt anyone goes in more than once a month.

Those tiles are beautiful and I presume they are an original feature of the house. They will also contribute to the value of the house and this is probably the way to get the agent/owner to take action.

Yes but that works out at £15 per week which should cover a full one hour of cleaning.

That hallway does not see 4 hours of cleaning a month,

So complain to the management. You have the photos. Do you have regular meetings? Is there a rep in the building?
