Speed limits - please explain

You're driving through the country roads. You're in a 30mph zone going through a school - fair dos - best not to risk any kids running into the road so let's stick to the limit. HOWEVER. You drive another mile or so and pass a clearly labelled "40"mph but you carry on doing 30 - sometimes you even dip down to 25, and break randomly with no reasoning (to add, I'm keeping a very reasonable and safe distance between our vehicles). The roads aren't that busy - couple of cars here and there but it's definitely safe to go up to 40mph otherwise they wouldn't put that restriction on.

So why in the world are you STILL doing 30 when you've entered a 40 zone??!!! You even drive through a 60mph zone and creep up to 40mph but no further than that. I am being so genuine when I ask that, if this sounds like you, why? I'm sure if there's a reasonable explanation I will be ok...

No where there is space for 2 cars, but only just. My instructor pointed out that many drivers take more than their fair share of the road, which is true. You can both drive past on the road, but you need to be both right at the edge of the road.
And I know it is a stereotype, but it is 4x4 drivers who drive the worst in these roads.

But obviously on a normal road no need to brake. But as I said I do if people have those awful headlights on the other side that dazzle. And I always assume that if a car in front of me slows, this is the reason why. I have been told that those driving 4x4 are less likely to get dazzled as they are higher up. So they may not realise that a driver has slowed because of a dazzling car on the other side of the road.

I also slow down on normal roads when cars coming towards me have those hellish headlights that dazzle me. They make me unable to see anything for a few seconds

I do this too. We will get told we shouldn't on the roads if we can't see blah blah but it's well documented that newer cars have awful lights. Not sure why nothing is being done about it.

But that is very different to not driving to the road conditions in broad daylight and good weather.

I don't know but it does my head in.
My drive to work should be 15 minutes according to Google maps. But I have to leave 45 minutes early as I always seem to get stuck behind these freaks who do 10 miles under limit and its no over taking whole way. Just normal 30 roads.
You would fail test if you drove like it so I see no reason for it.
If you're not capable of driving 30mph on normal roads you shouldn't be driving. End of

Really depends on the road.

I have had deer jump out in front my car from a tall hedgerow - I'm glad I wasn't doing 60.

I regularly drive on country roads and am often surprised how stupidly fast and how stupidly slow I see cars driving.

Driving too slow is as dangerous as driving too fast imo. Certainly causes increased road rage to the poor swines stuck behind them, who will invariably take risky chances to get past them, because heaven forbid they could pull over and let the queue of traffic past them. Arseholes.
