AIBU to complain?

So my private rented property is surrounded by HA properties that are having exterior work done to them.

When work started the builders had been working 9 to 5 but that has all changed with the good weather there starting and finishing later every day. DD is generally in bed at around 7pm and there have been a few occasions they’ve woken her.

Last night was the final straw they were still going strong at 8pm and instead of the usual hammering etc they still had the heavy machinery on and had managed to wake DD three times who by that point was over tired and inconsolable.

I politely went out and asked if they’d be finishing anytime soon and explained the situation. The builder I assume was in charge apologised but said there was nothing he could do as they were behind schedule and we’re delayed in starting as a delivery had been late. They eventually got finished at around 9pm.

AIBU to complain to the HA on the grounds that a late delivery isn’t my fault and shouldn’t be impacting my DD sleep?

I would complain, but before doing so maybe research whether the local council has any guidance on acceptable working hours/noise etc.

Im sure there are noise restriction times in place and anything like that should be wrapping up at 8pm. I think expecting it to be finished at 7pm would be nice but unlikely and not really reasonable, but 8pm is very fair.

I would complain directly to the local authority as opposed to the HA. The people you speak to at HA will be admin staff and have no contact with the project managers whereas the LA will be able to cut out the middleman as they will have been responsible for the planning permission and noise management of the area.
