AIBU to ask how to deal with creepy neighbour?

Ok so this could be a delicate situation here but we live in a block of 6 flats. On the ground floor there is an older man who lives alone. He doesn’t have curtains for the massive windows at street level which means we all get to see him in his underwear sat eating his dinner. I try not to look but we have to not only drive or walk past his windows to go in and out but also his bedroom window directly faces my parking space. Now I can’t report a man to the landlord or anyone for sitting in his underwear in his own home because I should t be looking and believe me I try not to but it’s hard not to notice when he stands at his bedroom window (these windows are 160cm tall and 100cm wide and only about 30cm from the floor so big windows). He stands at his bedroom window like leaning against the frame and stares out at us parking in our space and stares at me and the kids playing on the green. Which is directly behind my parking space. My neighbour has also noticed that he stares at her and her kids outside on the grass while stood in his underwear. Are we overreacting here? Should we be mentioning this to someone? It’s just...he really does give off a really creepy feeling the way he stares and I don’t want to be one of those parents on the news begging for information about my missing child because my neighbour turns out to be something sinister. But at the same time I don’t want to be accused of intruding on him in his home by looking at him when he could just be a harmless older man. What would you do in this situation?

Hmmm tricky, I can understand your concern as he is watching children and almost nude.

Creepy and odd is one thing, criminal motivations is quite another. On that basis I would go with the Police if only to make them aware of your concerns.
If it was me, and I have no idea if there is any actual offence here, I would go with the police in case there is an offence or a history you have no knowledge about.

I think Crimestoppers would be my route of choice, they act on anonymous information and will deal as appropriate. This would include taking no action if there is no offence and no history.

Or you could get in touch with your local Police Station and talk through your concerns etc.
