Shocked by prison/probation lack of interest

I have a loved one who was released from prison 3 weeks ago. He had a 10 year sentence so served 5 in prison and is now on license or 5 years. He has a Serious Crime Prevention order against him and an Outstanding Proceeds of Crime Act confiscation order.
He was considered such a high risk offender by the prison service that he was in a Cat A prison for much of his sentence and even just 3 months ago refused a transfer to a Cat D prison and refused Release on Temporary License.

He has always told the prison he was being released to come and live at my house, and has told probation that this is where he is living.

AIBU in being totally shocked that at no point in the last 5+ years anyone from the Prison Service or Probation have checked that this is the case. That in 5+ years not one person has found the time to give me a 5 min phone call to find out even if I exist never mind if he is actually living here/I had agreed to him coming here.

I know people will say they are extremely busy/overworked etc but surely this is the most vital work they do - monitoring so called high risk offenders for the first period they are released from prison to see if they are still high risk. Not even a check on where he said he was planning on going to stay on the 1st night.

On the day of his release he said he was coming to mine but was picked up by a male friend - not me! He could have disappeared anywhere, could be living anywhere. They did not even check I knew he had said he was coming back to mine.

He was released from prison with £42 leaving grant and for all they knew nothing in place. He had an appointment at probation that day but went there before he had come to mine. They did not know if I had actually offered him a home and to be honest neither did he know if I would actually do so when the time came.

This is not a problem as he is staying at mine and I am happy to have him but I am extremely shocked that nothing has been checked out.

AIBU in thinking that the general public would be as shocked as I am that this is the norm - and talking to other people in the proceeding weeks and now after his release we have discovered it actually is the norm.

The probation service is absolutely on its knees. 20 years ago every town had a local probation service with officers who know the criminals, knew how to get the best out of them, could give the court a really good idea of what kind of sentence would be best for them.

Now, I’m regularly in court when there is not a probation officer to be found, and when they do find one, resorts haven’t been done, nobody knows they were supposed to do one in the first place..

And most people released on bail or licence who do not meet the conditions of their release are only picked up by chance because the coppers get them for something else and spot the warrant on their record.

It’s shocking but nobody gives a shit because people don’t care about the fate of people in our court system (until they end up in it themselves. Then they suddenly care)
