To complain about housing officer?

I've lived in my house for 6 years and never had any problem with previous housing officers.
Except this one who started last year.
My house is immaculate.
I have 2 kids and my youngest is 9 months.
I work full time and a few months ago split with partner.
Anyway every few weeks she is pushing cards through "clean rubbish from garden"
"Tidy garden"
I live on a corner house so all the rubbish blows in.
I try and keep on top of it and every other day I'm picking bits up that's blown in.
Today I had a formal letter from her saying I was in breach of my tenancy because my garden has weeds.
I mean ..that's it weeds.
A few weeds (il try and upload a pic)
I'm struggling to keep up with everything on my plate and this is adding to it.
None of the neighbours like her ,she's constantly in people's gardens.
Would you complain ?

Some housing officers can be officious little twerps. Tell her the weeds are a bee sanctuary (some if them will be) Or something to do with bats. Councils have obligations to bats apparently.
Make a note of each time she contacts you and if you have a tenant engagement officer (there probably is one you just won't have ever met them..) contact them and tell them, in writing, that you feel harassed by this person, citing times and dates.
