I know it's a weak AIBU but I basically want to recreate this bedroom. I have approx 2k to spend and just love that hotel style.

I'm not convinced that that actually is wallpaper - there doesn't seem to be any pattern repeat. It looks as though it's been painted directly onto the wall to me.

I feel like I have to a style that is on the neutral end of the spectrum/something that will work as a spare bedroom for my parents when I move out.

I quite like it. The colour could work just as well without the gold in a smaller room. And for a fraction of the price no doubt.
Why not just find a nice dark paint you like and put the surplus into your savings?

Why not just paint the wall that colour and add interesting things. If you look up dark green bedroom wall on Pinterest you’ll see countless images. Farrow and ball do a lovely shade called studio green

It was really easy to find with a Google reverse image search, always worth trying when you can't remember where you saved a picture from.

Is this the modern version of the 80s industrial brick wall look? With 'expensive' tears?

I suspect it is either painted on, or a gold/bronze wall paper put up, then the teal/green wall paper artfully torn and put up on top of the gold paper so that it shows through the tears/rips.
