To ask who would be listened to in this situation

A college saying that can't meet someone's needs where they have made no adjustments or effort to work on the problem or offered extra support. Or a mental health team saying they support the person going to college and the risk not being high. Would it be more likely the college would be listened to despite not being quantified in mental health?

IME if a college is saying they can't meet needs then the LA will listen more to them. The other thing to consider is that, if they are saying this without making adjustments, it would seem likely that they have no intention of trying to meet needs. I would definitely have to consider carefully whether I would want to send a person with additional needs to that setting.

ah right. I think Daniel is right - it doesn't sound like a good setting.

Obviously, the MH team should be listened to, in an ideal world.

Surely both are probably correct. The person could be supported in attending college (as per the MH team) but this particular college is unable to provide the support required (as per the college's statement). In which case, the LA should be providing appropriate funding to ensure the college can provide the support.

That's our thinking that with the right support they would be alright. From past experiences though the la tend to argree with the setting.

Quite a vague OP so difficult to answer...
I would say the college has last word because at they end they are the one having to live with the consequence, ie very well for MH team to say the student (are we talking about a student?) will be fine but if they aren’t fine it is the college that has to deal with it.
Another reason could be that the MH team give their advice based on the person they are helping whereas the college has all students and staff to take into account.

The student isn't a risk to others. I would feel differently if the college had put support in place for him.

Perhaps the college just cant put in the support. Perhaps they have no money to do so or not enough staff trained in his particular needs. Perhaps if they did get that money it would mean not enough money to run a certain course or to help another 10 disabled people that they do have support or money for.
