To think this was ridiculous? Littering fine

Out with my nephews today. Oldest is 3, youngest is 8 months.

DN3 fell over on a raised paving stone and skinned his hands and knees. One was quite cut so bleeding a fair bit. I pulled a pack of tissues out of my bag and one blew away, into the main road.

The next thing I know (while I'm dealing with an upset toddler and trying to clean/apply a plaster to his knees, a woman in uniform came over and told me she was issuing me a fine for littering. I tried to explain that I needed to make sure my nephew was okay, stop his knee bleeding, stop the baby crying, and didn't feel comfortable leaving them alone on the side of a busy main road to collect a single tissue. (Not to drip feed but the road is the main route through the town and has pretty non stop traffic)

She refused to listen to me and insisted on the fine. By this point both kids were really upset, the littlest needed his medication and we'd drawn a crowd (and to be honest, I felt like crying too!)

Eventually another warden came over and he managed to persuade her that she didn't need to issue me a fine. I've never felt so powerless and embarrassed. It was absolutely awful and while I understand that people who willfully litter should be punished, common sense needs to be applied?

Should I have abandoned the kids on the side of the road to grab the tissue? WIBU to make a complaint about the way I was treated? She spoke to me like I was a piece of shit.

The female office was being a complete twat. You had several children and one injured, ffs! You did NOT "litter." This was completely beyond your control and an accident.

Definitely complain! Honestly, she sounds like a jobs worth.

I hate littering, but it was accidental and she could have gone about it in a much nicer way.

Also, leaving such young children alone on the side of a busy road is completely out of the question! Of course you couldn't do something so dangerous and irresponsible.

I’m sure I’ve read that they get paid for every fine they issue.

She was being ridiculous. As if you could leave two children on the side of the road.

You should have picked both up and stopped the traffic while you retrieved it.
No, of course yanbu. I hate littering but this was unavoidable and there was no intent.

A few months ago I'd probably have had a massive panic attack. To be honest, even thinking about it now is making me anxious.

How do they enforce these fines though?
I knew someone who was approached by a warden, he dropped a cigarette apologised and picked it up they said it's too late going to issue you a fine , what's your name and address and he refused and walked off . So they don't have any powers do they ? , I mean if you apologise and pick it up what's the harm ?

Honestly I've no idea legally but her attitude was awful. She would even let me speak and kept shouting over me.

I'm all for on the spot litter fines (wish there were more of them in ourcity centre fora start) but yes they do have to apply a degree of common sense. Not like there's a shortage of real offenders to prosecute.

My sister has just been to collect them and he refused to go outside in case the bad lady was there. 😩😩😩

I wish I'd just walked away now. I hate the fact she's scared a toddler so much he doesn't want to go outside with his mam! Seriously, what the fuck was her problem?

I'm going to go into the council offices tomorrow and make a complaint. Nasty little bullies need to be stopped.
