It's a toy. You don't need to put genitals on them. DD's teddies don't have penises and vulvas. Neither do her Lego people.

I've just googled for photos of actual lion willies and while I do agree it's all pretty much under the tail I think in the plastic toy they're got the actual bum out of proportion/too deep making it look too high up.
