AIBU to think you shouldn't be able to see your breath at work?

As far as I can see there doesn't seem to be any enforceable legal limit for a low working temp.. just that employers should try keep it at a comfortable temp around 15-16 degrees. Is this correct?

Yesterday at work I could literally see my own breath, and it was reading 4 degrees on a thermometer. It's a building with 0 heating except 2 plug in heaters (one of which is positioned right by the door so any heat goes out).

The back staff area has 0 heating and got down to 2-6 degrees. It was awful & my hands & feet went numb. I had 6-7 layers of clothing on under my uniform so not a case of not dressing appropriately (uniform doesn't include a fleece jacket or coat as it isn't an outdoor job it's all inside).

Anyone else in a similar position? It's making me dread going into work, as i don't know how much longer I can cope being that cold for 8-9 hours a day.

Googling suggests it’s meant to be 16.

That sounds awful but you are right that there is no legally enforced limits only recommendations

My work place is very cold, exactly the same heating arrangement as yours. I wear a full long sleeve thermal layer, another skin tight cotton layer, jumper, scarf, jeans, thermal socks minimum. It is ridiculous. Takes me most of the evening to warm up when I get home. Totally miserable. The owner won’t do anything about it because it will cost money Hmm. You have my sympathies but I don’t think there is anything we can do about it.

I work in a warehouse. I wish it was 16 degrees. It’s freezing.

What sort of work place is it? Factory, office, retail?
