Small office, no way of contacting clients remotely (no mobiles). Can get in by train instead of driving, but involves 20 mins walk, two short train journeys, 20 mins walk.

I think I go in and open the office, even if just keeping phone going.

What do you think?

It would depend on a) the current snowfall b) the predicted snowfall and who else would/could be available. For example last year I walked 25 mins into work during snow but always knew I could get home and I manned the phone as i lived closest and everyone stayed off. It was my choice and I was happy to make it. However in a previous job I was landed with the role of staying to man the Phone by the manager, who lived closer to the building than me but claimed she would need to leave as she had me arthritis in her hands and the the other office worker who regularly walked and cycled could also leave early (the managers daughter). The transport was stopped because the snow was bad and so I knew i would be walking alone for 6-7 miles when everyone else had been allowed to leave and I felt hacked off and wasn't happy. As it happened they left, I locked up 10 mins later and managed to drive home but it was scary!

Possibly because boss will dock a day's pay?

Or possibly so that posters on Mumsnet can give a pat on the back and moan about how when it snows they leave their car ten miles away the night before, on a well gritted A road, and then start walking at 3am in snow shoes and carrying laptops and a huge portfolio, a gym bag, and a millstone round their neck, to get their in time to spend an hour clearing snow and defrosting the car (without switching the engine on to warm it up) and then drive to work so that they are still the first person in the office, whilst their colleague who lives on a country road has the audacity to say that she can't get her car out of her lane.

I think - technically - if the company decides to close the office they can’t dock your pay.

That said, it doesn't sound un-doable, and I'm presuming there aren't metre-deep snowdrifts or freezing rain/black ice-type conditions (the latter being the thing that would really make me not want to do a walk, however short - been caught in a sudden occurrence before and it was hideous).
