Housemate parked blocking the driveway!

Hi,
I live in a rented house share of 4. 3 of us have cars. Driveway can only fit 2 so whoever is 3rd has to park on the street.
Recently, rules have come in for resident permit area (so we have to pay a permit fee each year to park on the road) starting from next week. It has been agreed to all housemates need to get a permit as that's the only way it'll be fair but whichever two get home first can park on the driveway each day.

One of my housemates was a bit bitter about this before and anyway, he is the one parking on the street at the moment. The parking bays have been marked as boxes on the street and told that once the permit time starts, if someone is parked outside these boxes, they'll incur a penalty charge. He did initially park in one of the marked boxes (i.e. not blocking the driveway but the bay nearest to our house). The other day, he got back home and saw that someone else (random person) had parked in that bay. Instead of parking in the next bay (further from the house but still within 1-2 mins walk), he parked across the driveway basically blocking me in. I guess it could be possibly to get my car out but only with a lot of effort. His car horizontally covers the entirety of my car width!

Only issue is currently the house does not have a dropped kerb and hence, bays were marked to park across our house but this has been corrected by the council on the promise that the landlord will pay to reduce the kerb.

What should I do? I think it's very inconsiderate and lazy of him to park like that. Don't want to speak to him about it as he's very stubborn and set in his ways and not likely to change his mind.

To answer some queries: Permits are PER car so cannot be exchanged or "shared" between different people/cars, even if in the same household.

I was trying to keep my initial post brief and hence did not explain something - he (one blocking the driveway) gets one of the driveway spots almost 95% considering he is the only one who works from home so only nips out briefly to the shops etc. so he can plan accordingly. Just recently, I've not needed the car so often hence, why he's parking on the street last few days - definitely not the norm though. Usually it's the rest of us struggling to get a driveway spot as we all work outside of the home full time.

If his car is blocking the drive then he is most likely at home. Just ask him to move.

Then yes, just keep on asking him to move. He can't complain, it's a consequence of his choices when met with every day life!

He lives in the same flat as you, when you want out just ask him to move his car. YABU better he parks there than some random person you can't ask to move.

If it annoys you just get the kerb dropped, problem solved.

Christ. If you can’t even bring yourself to ask him to move his car, how the hell do you manage to share a house with him?

TBH, I'd do the 3 way permit cost split and then volunteer to be the permit car parking on the street. That way I only pay 33% of what I should and will never get blocked in.

Please read all the OPs posts - permit is for a specific car. 3 permits required!

Are you serious that you won’t speak to him?! You won’t say ‘hey can you move your car so I can get out?’

I can’t think of any other solution and this seems so simple to resolve...

It's madness for you all to buy permits. Draw straws and then one person gets a permit which you all pay for (split the cost 3 ways).

Except they don't currently have a legal driveway, they are reliant in their LL getting the curb dropped. So anyone could block them in. They do all currently need a permit, just in case.

Lots of people block each other in on their own drives, you just ask the blocker to move their car if you need to go out, they then take your spot on the drive and you block them in when you get back. Why is this an issue?
