to ask for advice on next door neighbour leaving dogs for multiple nights in a row?

My next door neighbours are a large family of 2 adults, 5 young children, a newborn, 2 cats and 3 small- medium sized dogs. They appear to be on holiday since friday, i have the mum on facebook so have seen posts etc... The cats are mostly outdoors but appear well fed and the dogs look in healthy condition but don’t get let out into the full garden because there isn’t a full fence at the bottom so they are let out a few times a day and have a space around 4 metres long and a metre and a half wide to run around/ go the the toilet in. They don’t appear to ever be taken out for walks but i can’t say for sure as i’m not always on the lookout. I appreciate that it makes me sound like a creepy neighbour, i’m not, i am just at home a lot and we live on a terraced street so i can hear back door being opened and dogs being let out etc. They are vocal and happy dogs due to the breed so i can hear them pretty much all of the time. Not an issue normally as it doesn’t affect my day.
So as the family appear to have been away since Friday, it seems the dogs have been left home alone with someone going to maybe feed and let them out for 5 mins at mid morning time and again early eve. Theyhave been making such sad whimpering and whining sounds along with constant barking every evening and for most of the day too for the 4th day now, it’s horrible and i wish i could go in there and give them some fuss.
I’m not the kind of person to get involved with peoples lives but this is not the first time that they have gone away for days and the dogs have been left. As i said, i am sure they are being fed etc and maybe i am overreacting and appreciate that i don’t know anyone’s financial situation but i just know if it were me i would send them to kennels or at least a friends house. Do i mention it to them when i notice they have arrived home? Do i send a polite message on facebook messenger? Advice welcomed please!

Why not FB message her and ask who is looking after the dogs as you can hear them wimpering and ask if there is a key so you can let them out? As a dog owner I would be grateful that someone was concerned for my dogs.

YWNBU to contact the RSPCA or similar to report. That’s negligence. Forget being nicey nicey on FB, they are obviously on holiday and they obviously haven’t made appropriate provision for their pets, who are distressed. Poor things.
