Aggression at work AIBU?

I am a middle manager in a healthcare professional role
In my team I managed someone who I had concerns about their capability , conduct and professionalism.
I had to confront this team member regarding large issues eg not paying fees
The team member also had personal issues with ill elderly parents and bereavement
Over a year ago my manager told me to discuss a conduct issue with her. This escalated - I was calm but she exploded and was aggressive towards me . At one point she would not let me leave my office and was shouting and pointing her finger into my face. This was witnessed by a junior member of staff who was horrified - she thought I was going to get hit

The professional member of staff went off sick- breached confidentiality regarding another member of staff . I had to discuss this with her and she accused me of bullying her. She then went off sick for about three months
Upon her return it was agreed she would be managed by my manger who is located on a different site.

Over the past six months the professional team member has not been into the department, has been failing to do her job effectively and continues to be hostile. Junior members of staff are frightened to communicate with her. I have advised my manager of my concerns and that her conduct has not been satisfactory.
Now my manager says I have to manage this professional member of staff again.
I have refused stating

  • I will have to address conduct and capability issues
-I am placing myself at risk of being attacked again -I will be accused of bullying

My line manager is now saying I am not competent and that the team member has mental health issues and I have to make allowances.
I feel that non professional behaviour and aggression is being condoned.

AIBU?
Is there any HR peeps who can offer perspective ?

Sounds like a disciplinary matter. If she has mental health issues then she should be getting treatment not shouting at people. An occupational health assessment might be useful to see if there are ways of managing the MH issues. And if they are felt not to be significant then you can get her down the disciplinary route.

Is the colleague a member of any regulatory body? If so could you contact them for advice about conduct, performance and health (especially if there's potential risk to patient safety)?
