No idea what letter means (EHCP, additional needs plan)

My sons school applied for an EHCP for my son just before school broke up, sent off mountains of evidence and then have waited 6 weeks for a reply.
Had a letter today and it says:
I am writing to confirm that the local authority has considered all the information provided and has now decided to proceed with an education, health and care needs assessment of (Name)

(Name) will contact you to arrange a meeting and to discuss the next steps.

Other half looked at me as if I'm stupid, he reckons he's been accepted for one, but I'm unsure if it's an assessment to see IF he needs one. So confusing.

Does anyone have any idea?
I don't want to go through the letter again with him, and make myself look even more daft.

Any help would be appreciated 😁

It means the LA has agreed to undertake an EHC needs assessment. The decision on whether or not to issue an EHC plan comes later in the process (by week 16). However, if the application went in right at the end of term you can expect the process to take 26 rather than the usual 20weeks.

It means they have looked through it all and have accepted it's needed the meetings are generally to discuss what help is needed and how it's going to be provided and if necessary if a change of school placement is needed. It's a pain to go through but they ask if you also need any extra help for your family too.

You have months to go until an EHCP is finalised...this letter just means that they have agreed to asses your child's need...which is a great step anyway! Expect an educational psychologist and paediatrician to see your child and maybe other health providers...depending on your childs needs of-course!
