It's part of the building that was restored and the people doing the restoration got permission to add it as an important part of new history.

Agreed, we don't call it 'time travel'. The proper way to describe it is 'investigating historical events in contemporary time

The Rudolph guy who got hit by a car one started as a science fiction short story that entered urban legend. No mystery or time travel there.
