AIBU to be really annoyed with my neighbour?

I've only been in this house for 3 months. It's had serious mouse problems from day 1. I've had the council out to sort them out and also private pest control 3 times. The private pest control said the issue is coming from my neighbour, as he sealed up all of the entries on the ground floor.

My neighbour leaves piles of rubbish around and has a pest problem, which she won't sort out, but prefers throwing the mice she catches in the garden. She joked with me yesterday that she's finding at least 10 a day. I asked her whether she's going to finally get pest control in (free with the council). She just repeated that she doesn't really care that much. Her house is an utter mess, and her back door is broken, which practically invites them in. She's got piles of broken furniture in the front and back gardens. They've been there since I moved in.

I've spoken to the council various times about her and the environmental health said they won't deal with the pest problems if she doesn't call them herself. I mentioned all of the rubbish around her property and they're simply not bothered, even though I'm pregnant with a daughter who's nearly 2.

Fast forward to now, I've got mice coming through the cavity wall upstairs and scratching my skirting boards in my bedroom at night. My bedroom is already equipped with enough mouse poison to take out a small army. It isn't making a difference, as I suspect they're coming through from next door.

I always try to be a good neighbour, but her attitude towards hygiene and getting rid of pests is making me feel sick. I'm at a loss of how to deal with her, as the council don't care and neither does she.

Have you tried a sonic repellent?
We had this problem with mice coming from neighbours.
We blocked every single possible point of access with steel wool and duck tape. And set lots of old fashioned traps every night, baited with peanut butter.
We also starved them out by keeping everything edible in sealed plastic boxes.
It took a while but we got rid of them.

Ring council saying you're her re piles of crap outside front. I did this for crap in neighbours front garden as it was starting to look like a scrapyard. They never asked for a number or email, just a name so I gave theirs. It was collected one day when they were out, job done.(Neighbours never mentioned it). Then get a cat:& seal every hole however tiny.

I tried sonic repellants in my kitchen, along with lots of traps, in the first instance. I'm not sure whether it's just that they don't work, or because my plug sockets are quite a bit away from the floor. I can't have typical snap traps in most parts of the house, due to my toddler. I've tried those Rentokil clean kill ones and I've got at least 10 bait stations in my house.

The council pest control has thrown some poison around and the private pest control filled quite a lot around my kitchen, to stop them getting in around the garden. He used some metal mesh and filled in the holes. There is quite a lot of gnawing damage around the house.

I seem to have managed to get rid of them downstairs (I hope). They never seemed to get into any of my food, which is always stored away. It's upstairs where the problem is now, in the skirting boards and cavity wall. No food is allowed upstairs.

The council are aware of the crap in the garden. I actually mentioned it before I moved in. I've called them various times about her, the state of her gardens and the problems with mice. None of it has disappeared. Pest control doesn't cost anything for council houses, but she isn't very bothered. The council didn't seem awfully surprised, so I'm guessing that the people before me reported her too. I'm not sure whether it's relevant, but she has got quite bad mental health issues.

There's a gap between the skirting board and the carpet in my room. I've gone over it with sealant, it's sort of ruined the edges of my carpet too. As well as lots of poison and bait stations. They don't seem to be going for it.
