The president estimates that the 2019 federal employee pay raise he's scrapping would've cost $25 billion.
For context, his tax law is projected by CBO to cost the Treasury an average of $190 billion each year for the next decade.

I question those WH numbers. There are just over 2M full time federal civilian employees. $25B / 2M = $12,500 per person. There has never been a $12.5k federal pay raise.

"Locality pay" is $25B. If I understand this correctly, locality pay is paying people in high cost locations more to cover their higher cost of living. Every company does this. Removing these differentials will cut pay by 25.7% - can you imagine losing one-quarter of your pay?!
