How to share fairly in a flatshare?

I'll be first to admit this is a petty issue but would like opinions anyway.

It's regarding a pyrex measuring jug.

In our communal houseshare kitchen there are 2 jugs for cooking - 1 largish and 1 small. Person A keeps taking the small one to use in the laundry, leaving containing washing detergent dregs, When person B wants to use it they retrieve the jug, wash it, cook then return to its' 'home' in the cupboard.... most recently on Sunday evening.

Monday night person B couldn't find the jug either in the cupboard or the laundry because person A had hidden it in their section of the pantry.

Small jug is everyone's favourite because of its size and the measurements are easier to read.

The conundrum is: Should a communal item be commandeered for use by one person? What do you all think?

Buy a flag pole? Put jug up flagpole?

I think this might just be the reason I can’t flatshare..
