To report my neighbour for animal abuse?

It’s been a scorcher here still this week- not so much the past few days, but still hot.

For the past few weeks neighbour has been leaving her dog out all day- it appears to have access to a shelter and water.

AIBU to think this is cruel?

If sheltered I don’t think there’s much they will do, is she neglectful in other ways? Does the dog look well groomed and fed? Is it walked?

It sounds awful, but how does the dog seem? Is it barking a lot or otherwise seeming in distress?

I think it really depends.
My parents house is hotter inside than outside.
If there is shelter and water I don't think there's anything they could do anyway.

Of course you're being unreasonable to even think this is abuse. Do you know what abuse means?

The dog has shelter and water. Dogs love being outside. What do you want her to do - lock the dog up in the house for the entire Summer?

Get a grip and try to peel your eyes away from your neighbours' property. Let them have some privacy in their own home.

Access to shelter and water I'd be surprised if they would do anything.

My neighbours put their cockatoo-type bird in its tiny cage in the centre of the lawn on the very hot days. I've no idea what the reasoning behind that is. The bird shrieks all day, too. Very annoying

They do the same with a lizard. Odd.

Depends. Is it distressed. Does it get walks, human company, time inside? Why is it only a recent thing? I'd keep eye on it but legally RSPCA can do nothing unless it's in distress/has obvious signs of neglect. I'm the one who'd make excuse to chat & say in passing
, but what a cute dog, whys he out all time? (I did same approach with neighbour not feeding their v v thin cat: she now gets fed).

TBH I can only agree with AnyM0use - if the dog has shelter and water I'm not entirely sure what the issue is? I have a dog and he loves nothing more than being outside, he lies under a massive rhodedendron (so shade, providing shelter) and has loads of water in bowls also in the shade. Granted I leave the back door open but at no time does he come in unless it's raining. Or I call him. Or he knows it's munchies time.
