to wonder why slow drivers always drive at 40?

Whenever I'm stuck behind a slow driver on a 60mph road, they are always doing bang on 40. No more, no less.

Why is 40 the magic number?

I've also found these drivers continue at 40 even when they get to a built up area with a 30mph speed limit.

I frequently encounter these 40mph twats. My personal favourite remains the clueless tart in a Mini driving at a steady 40 on a NSL road. She braked at every bend and hill ( up or down) and for every oncoming vehicle and every time her speed came close to exceeding 40. She managed to create a nine-vehicle tailback by the time I managed to overtake. Ridiculous and needless.

I live in a small town way up north and have to drive down a 70mph stretch of A1. Every day I pass the same silver honda driving at 40mph. And somehow they always seem to be in the way! They move over to the right at a sliproad for those joining (fair enough) but still driving at 40. They then pootle down in the right hand lane for ages after before drifting into the left and it always seems to happen right when I need to turn off and once again, they're in my way!
I was always taught to aim for as close to the speed limit as you can safely do so you don't become an obstruction to other drivers.
