To be worried about this Buiding Control visit history?

We're buying a house that had a single storey rear extension in 2003, for which there is no building control completion certificate. After further enquiries we now know that the following BC visits did take place:

Visit 1: ‘commencement’
Visit 2: ‘excavation’
Visit 3: ‘foundations concrete’
Visit 4: ‘damp proof course/membrane’
Visit 5: ‘other’
Visit 6: ‘other’

As the schedule of visits never completed, am I right to be suspicious that something was found to be non-compliant and it was never resolved?

Our survey noted some minor cracking between the extension and the original structure, put down to differential movement. It also said "there is a crack extending across the ceiling area of the former position of the rear external wall of the building. This area has previously been repaired, however hairline (less than 1mm) cracks have resurfaced. There appears to have been minor building movement at this point. Structural support should have been installed to the building and this should be evident from the building control certification"

However there is no evidence that the structural support was signed off - could that have been one of the "other" visits or would it have been listed separately?

I know that surveyors cover their backs and can make things sound worse than they are, but short of pulling out of the purchase I don't know what we can do to reassure ourselves over this. WWYD?
