Bad back or move?

The aircon unit in our office has just been fixed. Our office has no windows which open (high off the ground) or external doors. It's been unbearable with broken aircon. Had it on today and worker who sits opposite has refused to allow it to be used as the cold aggravates their bad shoulder (which they take painkillers of and have had years of physio for - it is recognised by work as a disability). However they are refusing to move (temporarily or permanently) to a desk where the aircon would not bother them.

So AWBU to state it's a bad shoulder or a new desk?

The desk is a long work bench we all work on, it has not been designed specifically for her to sit at - her ergonomic chair could move with her.
