Saw this earlier in the week and it bothered me.

Terror survivors have called for the creation of a new fund to help attack victims and bereaved families, claiming that the current system is broken.
Survivors Against Terror published a report highlighting issues of fraud, inefficiency and inequity within the existing funding structures.

So far, fine. There's problems with fradulent fundraising and so on, they want to sort it out and have a robust system in place. However, it goes on:

"As families who have been affected by terror attacks, we know the financial costs associated," the report states.
"That might be related to funerals, the loss of the main earner in a household, the need to pay for counselling or physiotherapy, the inability to work, the need to make changes to your own home to adapt to your injuries."

What bothers me is this - when did we stop caring about all people who are dealing with a sudden death, who have life-changing injuries, who need counselling or physiotherapy? Surely the question should be why are people unable to access these services or this support already? I appreciate that extra funding may be needed in a particular geographical area if there's suddenly lots of people needing help there, and that possibly there's terrorism-specific needs (?) not mentioned, but... it just seems really sad and concerning that we seem to be in a situation where the response to need is based not on the need itself, but how the person got into that situation.

Confused

Acts of terror aren’t covered by most insurance policies. Other types of death are. That’s why.

Right so we basically have given up on the idea of helping people unless they have insurance? People needing counselling, physiotherapy, or anything else only deserve it if they've been in a position to get private insurance?

Well there are other authorities. The Criminal Injuries Compensation Authority gives compensation to people who have been victims of violent crime.

Disabled people can get disability living allowance/PIP.

Single parents get tax credits / housing benefit etc.

Help is available in myriad ways.
