There are trees/hedges/shrubs growing behind the fence on the driveway. They are overgrowing and coming over the fence and ivy is taking over the fence.

Is it the tenant's responsibility to cut these shrubs back?

Take pictures first to show the ivy coming over, then trim at the top of the fence..

I would show landlord pictures and would let him decide f he wants to contact school to sort. While it may look nice ivy is a bugger

Remove the ivy yourself as it's not hard to remove.

However I wouldn't cut the shrubs and trees as you don't know what you are cutting, and you should point that out to your mean landlord. When I was renting in absolutely every garden I had I wasn't allowed to touch shrubs and trees in case I killed them.
