I live in a flat and our bins haven't been put out for 6 weeks now. I think we missed 2 collections. Therefore our bins have been overflowing. I have been taking my rubbish elsewhere as I don't create a lot. Someone else dealt with some of the bin bags, but with 10 flats there are a lot. I think that it is a particularly bad time and people also don't recycle. The loose bin bags have been ripped open and tidied since.

Anyway, I complained to the management company who I think did nothing and the council. I got 2 excess bin bags, although it is the whole flats bin bags that haven't been put out.

Our bins are collected tomorrow and it is not 22:20. I noticed that the flats opposite had about 10 small bins with plenty of room so I put a few smaller bins in. A house opposite had a small bin which was half full. I put a half-full bin bag in it which was very light. Probably bag for life size. All the bins that I used could close their lids completely.

As soon as I'd done it a man came out, got the bin out the wheelie bin and dumped it next to one of the public rubbish bins. They are collected tomorrow morning!

Am I being unreasonable to think that that is petty? I wouldn't ordinarily do this but surely it is better than looking at overflowing bins and rubbish all of the floor which might promote rats. And he was effectively fly-tipping. His bin was still only 3/4 full after I'd put the bin in. What was he gaining?

Like I said, I wouldn't ordanarily do this, but our bins have got out of hand and if they aren't collected again the problem will escalate and they are collected in about 12 hours.

I have lived in communal flats with shared bins and have known the issues of taking in and out bins. You were still very cheeky to dump rubbish in other people's bins - it does not matter if they were full or not they are not yours to fill.

Find out which flats are rented and complain to the landlords/letting agencies, complain to the council and management company but do NOT dump your rubbish in other folk's bins.

I fill my bin up to the top just before they are collected o would be mightily cheesed off if someone had dumped their rubbish in my bin meaning I couldn't get rid of mine.

nova it sounds like a grim situation. Personally I would be so concerned about the risk of rat and insect infestation at this time of year that I would put a note through the door of each flat (10 in total?) and highlight your concerns and ask people to take their bins out for collection, to see if it kicks people into action.

If you get no joy from that approach ring your local council and report the situation so they take action.

It's a public health hazard in June when temps are getting up to mid to late 70s F.

If the bins haven't been put for six weeks then why is your neighbour's only half full but yours is overflowing.
Are the five communal bins in addition to a bin each?

MY DSlives in a large block of flats, they share bins, anyone and everyone (sometimes no-one put out the bins it seems to work, occasionally I have had a large amount of stuf usually recycling than normal, and have asked neighbour if I can put in their bin, worse is when you pay for a skip, and other people put stuff in there. Our local authority have just changed companies and they oftendont turn up, then we are old off for having bin in street, but a lot of people leave theirs out for days, and they blow in the road.

The situation you have is the responsibility of your management company to sort out because it's their tenants that have caused it. It's funny that you've said the man was fly tipping, because that's exactly what you did. YABVU and should've asked. It is not the neighbours job to facilitate you getting rid of your waste. You're very lucky you didn't end up in a confrontation.

When I have lived in flats communal bins are normally the responsibility of the binmen to collect.

However, this normally stops being the case once somebody decides to put the bins out. As it is seen as the tenants taking responsibility.

You did what you needed to do. He reacted how he needed to react. Nobody got hurt. The whole situation is unpleasant but it's just one of those things. Draw a line.

salemblackcat not exactly a developing country. I'm in a beautiful small town in Scotland!! We have a separate recycling bin which is emptied two weekly and a general rubbish (same size bin) that's emptied three weekly. It's awful. For the last two years I've had two little ones in nappies (foster carer) and a dog who prefers to poo in the garden than on a walk 🙄 and the bin smell is appalling. Thank you for your sympathy!!

I don't understand the issue, you don't own the bins, the council do (or they do where I live), the bins for 10 flats were full so rubbish was left by the bins to be ripped apart. OP being a decent sort decided to distribute the bags of rubbish into other bins late at night as she presumed the bins would have been used as they were out for collection. OP did nothing wrong, she used the council's bins to deposit rubbish in to save it being strewn around the flats/road/gardens etc. Whoever took the bag out of the bin was a dick, he doesn't own that bin, it wasn't full. Even if he did own that bin, what's the big deal. OP couldn't have asked who owned the bin as they belong to the flats, OP didn't want to have to knock on every door and ask,
