To contact the police about this? Is this fraud?

A friend of mine bought something on a local selling site. Found the item to be faulty when he got it home. He returned it and the seller promised to refund the money. No money has turned up (was all done via cash).

Is this fraud? Would the police be interested?

i had a laptop, it broke (only the hinge the laptop waz working fine) took it to be repaired. when i got it back the laptop wouldnt turn on at all. i contacted the police (ridiculous now i know but i was 18.) and they werent interested. told me it was a civil matter so surely yours would be also?
