Out walking the dog today when I saw a horse being tethered to a river bank.

I'm pretty sure I saw the owners with him before they got into their van and drove away.

As I got closer, I saw that the horse was really skinny. I could see its rib cage and the bones in his hindquarters.

There was no shelter but there was a bucket of water. Which was only a couple of inches deep.

The horse was munching away on grass as i walked by.

I called the RSPCA when I got home as I was concerned as to how skinny he was.

Was this the right thing?

I just wondered as I'm sure this is the horse the local spotted page keeps talking about.

I think he's just got new owners but I thought that if that was true, the RSPCA could just offer advice and drive off?

It's very unlikely that the'll act but at least you've told them.

I'd be tempted to go back and refill the bucket of water though, and keep an eye on it over the next few days and see if it's still there.

If you thought there were new owners it might have been better to talk to them first and find out if they are feeding him up - and if he has grass then that is the best food for him. Why tethered? Perfectly legal and perhaps it prevents him eating too much before he has got used to it? RSPCA are a nightmare. They do nothing about things that need them urgently and then keep going to people who are doing nothing wrong.
