Is it ok to put dog’s used poo bag into a neighbor’s trash bin?

Just wondering... Drove by a neighbor walking his dog, putting used dog poo bag into another neighbor’s trash bin (we live in US in a neighborhood where we put our bins down at the curb each week for collection).
We don’t have a dog now, lost our dear dog a few years back and haven’t been ready to start again, but I could probably see myself doing that, but I could see the neighbor owning the bin getting steamed... not sure if there is an etiquette or rule on this!

Inside a bag = fine
Directly in the bin = rude

But I'd overwhelmingly prefer either to them leaving the poo on the ground, which seems the default option around here.

It makes me so cross, I have zero patience left.

No, it's cheeky to use up someone else's bin allowence for your rubbish anyway* but dog poo bags stink long term so is about the worst waste you could put in.

*although I confess that I have done it with a running gel wrapper as I was about to leave a village and have no access to public bins for several miles and I was concerned that it would be easy for the wrapper to slip out of my running belt by accident causing littering. Still cheeky though Blush

It happened to my bin once. It's gross. (I love dogs by the way but don't have them and certainly don't want anything to do with their poo).

I meant, bagged but directly in bin as opposed to bagged and put inside a rubbish bag.

I assume no one would care if a poo bag were slipped into a bag, but directly in the bin --> you have to fish it out.

No I don't think it's reasonable to do this. I never do it. I know rationally a bin is just a bin but I always think, what if you've accidentally chucked something out, and have to go rooting through the trash to find it, if you don't know there's a dog poop bag in there you could end up with a nasty surprise!

I don't know about the US but in the UK the 'etiquette' is to leave the bag hanging on the nearest available tree/fence/railings/...

I double bag our dog's shit and it still stinks out the bin. Putting it in someones else's bin is disgusting, i can"t believe people think it's ok.

It's definitely not okay. If someone leaves dog poo on our street my husband will use a nappy sack to pick it up and put it in the bin at the end of our street. No one wants it in their own bin, what if the bag burst Confused
