To make a complaint about someone I find creepy

It's a gym instructor.

Ordinarily, the gym instructors hang around in the office attached to the gym (with the doors open) or walk around cleaning the equipment. This guy however, hangs around empty equipment staring at women people or hanging around their machines making small talk. He doesn't seem to be offering any advice or encouragement to those he leers at speaks to and they don't seem to respond much to him.

The next bit would form the main part of my complaint:
I went a few days ago and he was sat side saddle on one of the spin bikes chatting to a woman (who was chatting back, texting and 'spinning' at a snails pace). I like to incorporate the bikes in to my workout but as there are only two, I was unable to.

I usually end up leaving the gym early because I just find it so uncomfortable when he's there and unfortunately there are no other gyms nearby or really any other times I could visit.

Would I be unreasonable to make a(n anonymous) complaint about his conduct?

Yeah, you really don't have a leg to stand on. If you'd asked him to vacate the bike and he'd given you a mouthful of abuse, then of course.

The instructor who teaches the class before the one I attend (almost always 100% female) hangs about for ages as my class filter in. In fact he usually stays until about 10 minutes into the class, when we've started. He's ostensibly checking and collecting his attendance slips, sorting out his music etc, but no one else takes that long.

Once he has left, he leans 'casually' on the railing outside the studio and watches us through the glass. I find him a bit creepy and one of my classmates asked me recently if I find him weird and said that she does too.

I still don't think I'd complain. Not unless he actually said something off to me or one of my classmates. I'd quite like to but I can imagine explaining his actions to the staff and getting a Confused face.

Imagine being at work for 40 hours a week without realising that people are watching you so closely to find any reason to complain about you. Soul destroying.

He 's probably bored!

If you had stood next to the bike he might have realised without you actually asking. Surely you could have said " excuse me I would like to use that bike."

I think the management would be more interested in a complaint about the other gym instructors who just hang out in the office chatting to each other rather than one about an instructor who seems to be doing his job.
