To call SS (Aussie equivalent, anyway)

12 year old boy went on a school trip and was in a hotel room with 5 of his classmates - one with form for bullying, anger-management issues and isolating other kids for victimisation purposes. Reports to teacher that just as everyone was going to sleep, this kid yelled out "Hey look at this!" and was masturbating (uncovered). The other kids told him it was gross, but claimed not to know anything about it the next day when questioned by the teacher. (It is safer to be this kid's friend than his enemy - everyone knows this.). Kid who was thrown under the bus by the rest of the group was still required to stay in that room for the rest of the week, and was tortured by the bully (mattress thrown on top of him while he was asleep and sat upon - asthmatic as well.). I have dealt with the school side of things (VERY UNDERWHELMED), and I don't have any faith that they won't continue to minimise things like this in the future.

Meanwhile - I am concerned that this kid's behaviour is getting sicker, and that combined with his history of anger management and bullying, perhaps he is being abused himself. Should I call SS equivalent here, or hope and trust that the school has actually taken my complaints seriously and will call them themselves?

*NB - I was an abused child myself, and understand that this can be a double-edged sword for families.
