AIBU in regards to nursery trip

I am currently studying at a university with the intention of going into secondary school teaching. The university has volunteer project grants, so I thought it would be a great idea for my daughter's nursery to visit a local science museum for the day; it is a great experience my daughter goes often but can be costly for a family. As they are under 5 they would be free but the accompanying adult for each child, volunteers and the teachers would be paid for. I spoke to them this morning and they said as it is a group booking ( with no required staff workshops just to experience the facilities) the under 5s would have to be paid for; however if we just turned up as a group the under 5s would not have to be paid for (can't do this as it needs to be planned out). The headteacher and my university are very keen on this trip which will be funded by a limited grant and it has fallen at the first hurdle. As a charity that is meant to be raising interests in science possibly leading to future scientists and teachers we desperately need. I would have thought that this was a great opportunity for them to introduce science to younger children whilst generating some income. AIBU to be frustrated and email someone in charge? They often have parent and toddler sessions in which the parents get a reduced entrance and child goes free; so I am confused why it is different for nursery children, when essentially she is saying we could just show up and it would be free for the children.

How many children/adults are we talking about? With nursery age I'd expect a 1:3 ratio. I manage a museum and we do calculate admission in different ways depending on the size/construction of the group. With our charges it actually worked out cheaper on occasion to book a nursery school in as a group (free adults and group discount) than it did to pay adults only.
