Lorry problem

The estate where I live has a lot of families with little children who play out in the street.
My neighbour drives for a recovery firm and basically this lorry rarely is out our street even when he has days off.like this week hasn’t moved for four days.
I’ve seen little children playing and trying to cross the road from behind or in front of this lorry they can’t see oncoming cars and oncoming cars can’t see them.
Then when he does go out in this lorry he reverses round the green where the little ones play no way would he see a child if they ran out behind this lorry.
Now I’m afraid although residents have said to me about this lorry non of them seem to want to complain through fear of repercussions as this lorry driver was abusive to a chap he did complain about it.
I myself has complained several times to our local council but they said nothing they could do.
There is no blue disc in this lorries windowscreen so I don’t think it needs a operating licence being a recovery lorry if it had then it must be kept at base.
It’s 7.5 tonne .
The last time I contacted the council to complain via email I told them it’s not if a child gets hurt or worse but when .he has already reversed into a car down here didn’t even know he had done it.that could had been a child.
I’ve tried the police ,the highways . And our road isn’t very wide and this lorry is parked on a bend.
The council did a few years back contact this company asking why their lorry was being parked down here on the drivers days off but council never enforced it.
Any ideas how to get something done?
The driver brought his council house if he had been still council I could had done something because in th council tenancy it states no commercial vechicles to be parked .

Could you complain to the company? Send an email each time you see the lorry parked on the estate, stating that this lorry has already caused an accident by reversing into a car, and that it is only a matter of time before this happens again, or worse, a child is injured or killed, and that when that does happen, there will be clear proof that they were warned repeatedly about the risks, and did nothing.

Or contact the local press and ask them to run a story on this dangerous parking.

If he parks on the street he has to leave his lights on between sunset and sunrise. Road Vehicles Lighting Regulations 1989. There are no exemptions which would apply to a 7.5t vehicle parked in a residential area.

It doesn't stop him parking there of course but it does mean he'll have a flat battery on a Monday morning. Grin

Tuckers, nobody does that.

The problem with recovery vehicles is the lack of O licensing prevents DVSA dealing with them as HGVs. The solution I would suggest is to approach the firm, followed by local media. There may also be an entry on the charges list at the Land Registry regarding parking of commercial vehicles, as council houses are typically sold with most of their tenancy easements.
As for the abuse and damaging cars, ring 999.

Or maybe you could tell your neighbours not to let out unsupervised children who can't even cross a road safely? Obviously the lorry is unsightly but it's really the parents' responsiblity to keep their children safe.

What about the accident involving a car? Is he always a bad driver or was this a one off?

I say accidentally hit a car I use the word loosely.what he was doing was reversing up nearly touching any car he wanted to intimidate the owner to move.he was doing this to our car as he wanted more room.
I doubt contacting his company will do any good they already ignored the council asking why was the lorry parked here on his days off.
He has no parking light on it either. I’ve pointed this out to the police but basically police haven’t done anything.

Sorry OP, you're starting to sound obssessed. OK, you don't want him to park it there, but the Police, the DVLA and the Council are all fine with it. I think this is something you're just going to have to get over. Stop harassing the guy!

It’s not just me complaining about it other residents are fed up with it to.waking their children up when he goes out in the early hours reving the engine and rattling their houses as he goes by.
The other residents mainly say their words not mine “ that huge great big thing shouldn’t be parked down here”
Apparently before I moved here about 16 years ago before then a resident was bringing his lorry home and council stopped him .
But that was then .
But I’m going to let him get on with it now just wait until someone else takes the bull by the horns and complain .
