AIBU to think this dog has more rights than me!

Hi all,

I posted before regarding my neighbour's barking dog.
I reported it to the housing association as the woman is a tenant.
I'm a leaseholder which meant that all queries had to go to the homeowners team, who then spoke to the housing officer and then back to me.
On no occasion did anyone ever call back within the promised time and I kept having to chase.
Eventually the reply was that she's moving anyway and no one else had complained! I had already said that it was only just me opposite her on the ground floor and the dog was constantly barking by the door as if it was desperate to go out, so it was only affecting me but they seemed to insinuate that because it was only me complaining that I had made it up!
There's no enclosed garden so it can only go out on a lead and usually just gets a quick walk round a small part of the communal grass at the front.
It's a Labrador so probably could do with a good run!
Anyway, after realising I'd get no support, I decided to grit my teeth and wait for her to move.
As I understood it from another gossipy neighbour is it was a swap with an older lady who was desperate to downsize whereas the current tenant has two children and the dog in a smallish flat.
However, 3 months on and she hasn't moved! The dog's still barking but now, obviously bored with training it, she just yells at it, so now it worse with barking and yelling.
I've tried to get in touch with the HA again but as always they are way past their promised response time.
I will make a formal complaint now as it shouldn't be this hard to just get a call back.
I feel they've fobbed me off completely and possibly lied too.
AIBU to think the noisy dog has more rights than a service charge paying resident?!

I think the dog is being abused and honestly has no rights. He clearly wants something, it's not normal for a dog to bark for that long.
I feel for you op. I hope it's all sorted soon.

Thanks for your reply.
It is not a suitable home for a dog. Anyone with common sense would have realised.
I forgot to mention that it was confirmed that the housing officer had given permission for her to have the dog, so I feel they are entirely responsible for how it has turned out.
There is nowhere for it to just run around or go in and out for a wee, hence it's always at the door in distress.

Could you contact the RSPCA? A Labrador needs two good walks a day and is a ridiculous choice of breed for anyone with her lifestyle.

I'm pretty sure they wouldn't be interested.
As far as I can see it is fed and has shelter. I'm not sure they would consider it to be serious enough.
It was a puppy when she got it but I did notice the other night she was struggling to hold it and it was trying to jump up at anyone walking past.
You can tell it just wants to run around freely.
I am holding out hope that the HA realise that they are responsible for this as well but also painfully aware that if the dog has to go, it will have to be rehomed.
It never should have been allowed to happen.

Make sure you record it on multiple occasions, then the HA can't say that it's your imagination!

I've got some recordings but they just don't seem to really show it in it's full glory. I only used my phone as it is all I have got.
I can't think of anyway of getting a true recording of it at the actual volume.
Because it is opposite my front door in a communal area, it is like the dog is in my flat.
Also, as it has been going on for so long, every time it starts, I go from ok to completely tense immediately as I don't know if it's going to intermittent or carry on continuously.
After I had spoken to the homeowner team the last time, I said I wasn't happy that they weren't going to act and is there really nothing they can do and she replied 'well, we're going round in circles here' as if the more I asked for support, the more they felt I was inconveniencing them.
It's like they feel they have an option to opt out of the issue.
Nosey neighbour told me that the older lady who was desperate for the flat was asked by the tenant to pay off her rent arrears otherwise she would be unable to move. I was a bit shocked that this would be allowed as she could take the money and keep it and not move.
I'm wondering if she has done this or maybe the HA has said no to it.
Half of me thinks it is not on to make an elderly lady pay cash to get a flat but half of me thinks 'please, just go, whatever it takes!'

Can you post some dog chews through the door?. Might keep it quite for a while.
