To wonder if this ‘counts’ as sexual harrasment?

When I was 21 I was at an evening event with my boss and her husband. A group of us were on a dark balcony looking at the view and boss’s husband comes up behind me and puts his hands around my waist. I just stood still until he eventually let go and moved away.

Another time we were at a function, while boss was in the loo, husband unexpectedly ‘tickled’ me, putting his hands up under my top against my skin, as far as my bra, but not under it.

Have been discussing with a friend if this was sexual assault or not. It was not really assault, and not really sexual. Except that it was a man talking advantage of his position of power to touch me in a way that was unprofessional.

What do you think, thin end of the wedge, or am I overthinking?

You arent overthinking, it counts as sexual harassment. He's trying to be clever with it, to disguise his behaviour.
This type of harassment is also called 'under the radar' harassment. To an onlooker it would look like two people being friendly.
