What would happen to them if they're not euthanised? Will they stay in the shelter for their whole lives?
Shelters are not meant to house a dog for 10 years+. If there are no adopters, and if strays are always coming in, the problem is endemic to the area. The focus needs to be on the amount of stray and abandoned dogs, not the overrun shelters who cannot possibly afford to keep these animals with no one wanting to adopt them.
It's possible for people from the UK to adopt dogs from Romania, but it's expensive and time-consuming and ultimately does not help. The focus needs to be on education - i.e. spay and neuter, don't abandon dogs - and things like trap and release programs, where strays are neutered/spayed and then let back out. Nowhere has the funds to house the amount of stray dogs that Romania has, and many of them will be feral anyway and unsuitable to live with humans.
With the quality of life that these animals have currently, it may be better for them to be euthanised.
This shelter sounds lovely, but the problem is not going to be solved by funding space for dogs that no one wants to adopt. It's really sad, but it's not a problem that can be solved by keeping an animal in the shelter forever. :(
