To contact my neighbour's son over concerns?

My neighbour has physical and cognitive disabilities but lives independently. She has paranoid delusions which can make it hard to know what is really going on in her life.
She owns two flats, the one where she lives and the other that she normally rents out, and lives off the income.
Her tenants left recently because her delusions led her to harass them, and it has not been relet. She now says her own flat has a mice infestation, so she is planning to move into the other flat to allow exterminators to take up the floorboards.
The other flat does not have any adaptations for her disabilities.
None of this is ideal, but what set off alarm bells for me was that she said she had already spent £20,000 on attempts at extermination.
Is this normal? For a mice infestation? I am worried that she is being ripped off somehow.
She has two adult sons, one of whom is (AFAIK) in pyschiatric hospital. The other is competent but is occasionally the subject of more delusions, so does not have much contact with her.
However, he does make the duty visits at Christmas and so on and appears concerned for her.
Should I contact him to make sure he is aware of what is going on, or is that too interfering? He may well know already, and he may feel it's not his business, but isn't the act of a good neighbour to make sure a vulnerable adult has some protection?

How do I go about contacting social services?
To be honest, I don't know if the £20,000 thing is true. She's normally pretty reliable about money and admin stuff, but that just sounds mad. Also, I haven't noticed anyone come to the house (we share an entrance).

This may also be a delusion, I think. It's possible she's being ripped off but it's also possible it's not actually something that ever happened. Have you actually seen evidence of mice, or pest control going in?

I would contact her son if you're worried. Failing that, Social Services I suppose. Poor woman.
